Actually we all should have them to keep the rest of the speeding numbers on the roads from pushing our foot through the floorboards to keep up!. At least some govenors can be set for a 'Redline'. Some however are a set speed govenor, and cannot be slowed down.

its easy to make one as I think its a standard size. MSC sells hardened ground stock. Just cut to length with an abrasive saw, and grind the notch for keeper. and .009 aint nada! slow, but a lot of pressure with carbide. Ideally insert tooling, then ya can go up on the speed a bit. THe case hardening on the forgings is rather deep, and very hard. Ideally ground after, but if its going to be sleeved, its not nessesary.

Even having these redone by a 'clutch/flywheel shop' they come back adjusted wrong. not sure the cap, but any modern gear oil will work, as there are a lot of additives they didnt have for the old thick viscus oils. I would not use the lighter oils in the trannies. I have had luck taking a piece of 1/4" rod ,slitting it lengthwise from the end and slipping a piece of emery thru it. Into the drill it goes, and insta flapwheel. Does a good job of polishing insides, and unlike the purchased flapwheels, does not remove a ton of metal. That being said, if you ...

usually the cutout is stuck on the contact points. you can take the lid off the cutout either by bending the tabs on the bottom, or un soldering it. then just pry the points apart with somthing. you then need a small file, or a bit of emery to make the points bright, and partially crowned in the mid...
