Pretty odd that you can't get it to lock up with a few turns on the adjuster. Are the shoes seated where they should be? Worn out drum, too thin on the lining, perhaps the adjust pins attached to the shoes could be beefed up to give a bit more push? Surely some one will chime in with the right idea....

E-Brake and shift lever
My two emergency brake levers (30-31 AA ) show no factory paint and no plating.
Were these finished in a butler plate or left plain?
Same question for the shift levers, one's shows black paint, the other just rust.
Sorry I don't have the JS bible yet.

Spring Clamps
Just going over the front springs and I notice the clamps are riveted not bolted like on the Model A.
Must one grind theses off to disassemble the spring pack? and do they make new rivets?

One suggestion on your template piece. Where the oval slots are for the roof material tacking area, try to get as much wood as possible to hold the top on.
