That looks like a widow maker probably from early 50's Ford, very dangerous no tire shop
will work on them.

I don't think you need it on the 1930-31 trucks, it was introduced the end of January 1929.
See page 311 of the Service Bulletins.

Here is a picture of the seal area. The underlined seal was never actually used that I know of instead
there was a seal at the end of the axle tube at the arrow.
