If it's '30/'31, the column may have twisted in the clamp at the steering box, and thrown off the control levers.

Many have used a Model T style tank mounted lengthwise above the engine. You can use a saws-all to cut out the lower part of the A tank, and fit your tank up underneath the cowl top. You may also find that a 3 gallon boat tank will fit easily. On the back with regulated fuel pump is a better choice.
