Try a nut splitter on the lug nuts, that will really loosen them up so they should come off. MAKE SURE YOU ARE TURNING THEM THE RIGHT WAY. AA Fords did not have 4 speed trannys until mid-1929. I have an extra one or 2 in upper Michigan if you need one.

Looking again, it may be a later '29 shell, it is hard to tell from the photo. Still, good luck smoothing out the rust pits.

That is a '28 to early '29 rad. shell. See Standards p.15-5. That one looks like it has bad rust pits.
