My 2 cents of advice would be to stick to simple materials like angle iron, flat iron, and wood. Do not weld any of it, use nuts and bolts, square head if possible, or solid rivets if you have the energy. That is how something like that would have been cobbled up back in the day. If you have outers made, make sure you provide a drop center or you won't be able to work the tire onto the wheel.

I guess some people's reasoning for frequent oil changes is that it can become acidic and hold moisture from condensation within the engine. Also, maybe some people have fully restored vehicles and have nothing left to do, so it makes them feel good by changing something. I however, do not have this...
