I think you need a one piece hard steel sleeve. If you have access to a lathe, you can make them.

The shear strength would not be lessened by reducing the diameter to fit a bushing as long as it remained larger than the threaded portion.. Just freeze the bolt and heat the bushing with a .003" interference and there will be no rotating going on...
I'd rather have a used/new correct bolt...

The rubber seal to be masked is the weather seal around the bottom and sides (frame to cab seal). So, there would not be any glass involved. If that seal can be installed without crimping the metal retainer strips, then it would be best to install the seals after painting and just mask off the wind...

I don't have a step by step instructions, but here is my photo bucket page double click on brakes and pick the rear brakes and look at the pictures to help you under stand how your brakes go back togeghter.
