Being as the 'dual-high' bolts directly to the opposite side of the same crossmember that the torque-tube does, I would say NO, but others may have a different opinion.

I also noticed the rear spring to center pivot 'U- Bolts' as '29 or later(?), & the rear axle also.

I have the same frame configuration on my late '28 frame, so I don't think it's been cut. the fender brackets & running board brackets seem later, possibly late '29/newer or even reproduction(I'll wait for Neil to 'chime-in' on this.) The wheels on the chassis look '29, but the loose wheels look...

If you use an electric pump, don't forget a pressure regulator(about 2lbs+or- so you don't overload the carb) & a fuel shut-off.

When replacing head gaskets, especially on a complete rebuild, it is a good idea to check the block for 'flatness' as well as the head! Yes, it is rare, but has been known to happen, & checking it 'now' only takes a few minutes, & is a lot easier than chasing leaks later!

Try slower steering. Draw it out : the end of a shorter arm doesn't travel as far as the end of a longer arm, so the benefit is more leverage at the steering wheel, so it's easier, slower steering, just more turning the wheel to get there.
