In Wisconsin, the letters are to specify a weight class. The Wisconsin State Historical Society has the Wisc. I have just removed the bolts from where the springs fasten to the axle, and then jack up the frame until it is clear of the springs. Be sure to use jack stands to support the frame and be careful.

I think I would check the compression on each cylinder before I'd tear anything apart, just to make sure thats the issue
