SHELBY/ everyone here's what the powder coat guy said, to late for me!!!!
You can powder coat over powder coat with out much prep work, no problem.
As far a LABMETAL it is great stuff [ like J.B>Weld but much better ] you can pick it up at AIR GAS in Chillothie,OH it's cheeper there than on Eastwood. Get out just what you need at a time, spread with putty Knife, Grind or sand smooth. You can even weld to this stuff. Oxygen setts it up so keep your can closed. We used it to redue a truck cab, LOVE the stuff, just forgot about it to use on your wheels, but it would work & look good!

Bruce, I just looked up Lab Metal on the net. It is much cheaper that's grate. I also found something else you may can use if you don't aready for your wheel lock rings. It's call "Galvax" A new product for galvanizing. I won't go into detail here but look up "Galvax" on the net! Hope this may help Keep on AAing Shelby , Louisiana
