First thought was a mount for a draw bar of some sort. Second thought was I don't have a clue.

Looks like the front half of frame extention for tandum axles! Shelby, Louisiana.

Which mount are you refering to? The clevis mounts with the holes thru- looks like spring mounts. maybe the wheel base was shortened, you can see where the frame was cut. or, are you refering to the channel with the two plates with a verticle hole thru-.

Both, but mainly the spring mount for the extra wheels...
