Can anyone explain how this set-up is supposed to work?

Remove the hub nut and screw that on the end of the axle. Leave the wheels on the side you are working on setting on the ground and jack the other side up and then whack that nut with a big hammer.

This type tool is used on Cushman Motorscooters to remove flywheels and clutches. Other machines use them too. They work well.
