The #4 cross member is over the rear axle (just count the cross members from the front back). The humped design is for the '28/'29 frame and the worm drive axle. Yep, it would have the '29 six spoke disk wheels. So, duals is not an option with these wheels.
Someone will want to buy your '30/'31 wheels I am sure.

To answer your question about the reverse dish wheels fitting on the later axles and visa versa. Like Neil said, the bolt pattern is the same. You can put the early wire wheels and reverse dish wheels on the newer axles. I would only do it temporarily because it rests on the back of the bolt holes. You would also have to change the lug nuts if you wanted to do it too. Now if you want to put newer wheels on early axles I really wouldn't do it. The lug bolts aren't long enough to get lug nuts on. Hope this helps.
