ford model a truck cowl replacement

i have a 28 AA. has anyone put one in. it is very simple. only question: three hole up from bottom on pillar has a hole drilled in cowl panel. no hole originally to receive it. any ideas. seems weird that it would have been spot welded? no evidence. no appearance of a threaded stud? anyone want to look under their dash. number 3 hole from bottom on pillar side. thank you, kevin in ct
