Spare wheel lock nut removal

The 28-29 truck models with side mount spare has a A21924 lock nut on the long stud with the padlock hole. Using the AA-17036B Starting crank/wheel nut wrench it is impossible to remove this nut as the throat in the wrench is too shallow. I've often wondered how this nut is removed using the tools supplied with the truck. I own a deep 1 1/8 six point 1/2 inch drive socket which does the job, but what was the Ford Co thinking at the time?

bet the screwdriver thru the padlock hole would turn it enough, or the padlock itself in the hole.
