1928 express 3 speed transmission

I have a 1928 express with a 3 speed transmission. Is this transmission the same as in the model A?

Yes, it's the same as the Model A transmission.
If you are not driving your AA truck you might as well be collecting clocks!

You can have yours rebuilt and converted to syncromesh by Mitchell on exchange basis.
