Z tool mystery

I recently found an interesting tool at a yard sale and no one seems able to identify what it is made for.
It is a T shape 3/4" socket wrench, flexible joint at the socket, 18-3/8" long and the T handle is 10". It is not made to come apart.
The shaft is stamped Ford (script) 15 Z 6686 B1. Any Z tool collectors here?

5-Z tools are tools used in manufacturing, maybe otherwise also. I have a list of 24 of these, but none with as high a number as yours. there is one 16Z tool, which is a plate used for heating up a ring gear to install on a flywheel. I have no 15Z's (yet).
