SIDE PANEL FLOOR BOARD BOLTS

I am getting ready to assembly my express bed floors, hardware list calls out 5/16-18 x 1 1/2 long carriage bolts with square nuts. I would think that outer nuts would have been paint body color? Is this correct?

The express bodies (89-A, 195-A, 197-A, 239-A, and 242-A) were painted body color as a complete assembly. So, all fasteners were also painted body color.
