Emergency Brake Rod Interferes w/ Frame

Hello All,

I was re-installing all the brake rods today and noticed that there are three holes on the emergency brake cross bar. I did some searching and found a couple threads that suggested the rod from the handle to the cross member should attach to the bottom hole on the cross member rocker arm. However, when I do that the rod interferes with the frame, as pictured, when I pull the handle back. Am I using the wrong hole?

try the rod that is hitting in the top. The other one that is now above it in the bottom.
