88-A Platform Bed Question

Hi,
I am working on my 88-A platform bed. I made all new cross members, but am using the original angle brackets to side sills (AA-88061) and original side members (AA-88091).
On the each end of both of the original side members (AA-88091), there are 2 punched holes. I cannot figure out what they are for. Are they supposed to be there, or should I weld them up? (See pictures below)
Also:
Is it truly accurate that the AA-88084 bracket (side sill to frame) extends past the edge of the wood floor side sill (AA-88030d3)?
Seems like there is enough length to have the side of the bracket even with the end of wood side sill.
