Headlight switch kit installation

Hello. I bought a headlight switch on a snyder. tell me it's complete? and further. how it all works. can't put it all together

Most of the parts won't fit without some work. The U-clip will probably need filing, the spider may not fit on the horn rod and the
horn rod may need sanding to fit in the steering shaft.

Should this switch turn with the steering wheel or not turn and stand still?

Not turn.

it will not rest against the steering wheel and spontaneously turn on?
