AA Title

Can anyone give me some advice or help as how to get a title for my aa Dump Truck. I live in WI and the application is very confusing. Seems I should have got the title before I started any work on the truck. So as to show a low value on the vehicle. So they say. Also says the police have to verify the infomation. How do you show them the Vin number when the cab covers it up. Also says I need to get a surity bond for the vehicle for three years. What is that and where do you get them.
Isn't the Government red tape fun?
