$1200 seems a little high, the tow-bar has been cut off. I have one of these you can have for half the price and it is complete with solid rubber tires.

$1200 is a little much with out the pole.
The original pole has a unique casting on the end of the pipe to center the inner extension pipe.
This one is a real early model of the auto ambulance, probably early teens.
