Curious since my "1931" Mail Truck was first registered in 1932 as per REG Card.

My guess is that the PS was for Postal Service?
PC was Pneumatic Commercial, SC was Solid Commercial. Pneumatic and Solid being the type of tires on the vehicle. Solid tire vehicles paid higher registration rates as they did more damage to the roads.
