Spacers for rear axle bumper?

Spacers for rear axle bumper?
My early 28 AA stakebed has spacers between the frame and the rear axle bumpers. They appear original, but does anyone know if these were available from the factory? They look too nice to be an owner modification

I say the spacers are not factory as the parts book shows the bolts for the bumper are only 1 1/4" long.

yea me thinks someone added them so they could overload the bed without the tires rubbing the bed/fenders.
