Could a truck with Sept.1930 build date have a 1931 title.

I assume that when you say "build date" that you are indicating an the off-assembly line date for the truck? There is no off-assembly line date information in existence that I know of? Does the title match the frame ID? The frame ID is required to identify the engine build date (this is not the vehicle built date). Many (most) AA's have replacement engines.

I looked up the number on the frame and it indicates Sept. 1930.
My question is could it have not been titled until 1931?

It would most likely be a 1931 Model. The model year is not the same as a calendar year. The next years models usually hit the showroom in Sept these days.

From the Judging Standards " Assembly date for a vehicle may be as long as three months after the date the engine was produced(four months in 1931)." Then after being assembled it would have to get to a dealer and be sold so I would think early 1931 is very possible for your truck.
