I'm working on a 34 V-8 1 1/2 ton, it doesn't like to stop , I've had drums off, adjusted the shoes, checked all the linkages, it even has a vacume boost on it, it does have woven lining and the drums are steel, at least from sticking a magnet thru the wheel, the linings look to be good, would bonded shoes work better.

The June 1932 Service Bulletin has information on brake adjustments. You should have cast iron drums. Are the brake roller tracks
in good shape (probably not) and the shoes centered?
